PLC Action Alert – Oppose Paid Family and Medical Leave Act
Members, the Legislature is scheduled for adjournment on June 21st and LD 1964, An Act to Implement the Recommendations of the Commission to Develop a Paid Family and Medical Leave Benefits Program, will be sent to the Senate and House sometime this week or early next week and will likely be sent to the Governor for consideration in late June. We need your help to oppose what we think is one of the most anti-business pieces of legislation in recent memory by emailing your state Senator, Representative and the Governor to ask all of them to oppose this bill! Action on your part is quick and easy and can be done with one click after you fill in your name, email address, phone number and business address.
LD 1964, sponsored by Senator Maddie Daughtry (D-Brunswick), implements a mandatory paid family and medical leave benefits program beginning in 2026 that will be provided to every employee in Maine, regardless of the size of the company. Employers with 14 or fewer employees do not have to pay a mandatory payroll tax to fund the program, but they do have to provide access to the program for their employees. Employers with 15 or more employees must split a new mandatory 1% payroll tax with their employees to fund the program.
The program will provide up to 12 weeks of family and medical leave to all eligible covered individuals. An individual is eligible for leave under the program after working only 120 days for a company and their job must be protected, regardless of how many employees work for the company. The weekly benefit amount is 70% of the covered individual’s average weekly wage.
This bill will add unnecessary costs to small business operations and harm our industry and the PLC is actively opposed to it. Thank you for your attention to this matter. Click HERE to act now!

MLOFT Program Seeks Instructors!
The PLC’s Mechanized Logging Operations and Forest Trucking Program, (MLOFT) an expanded version of our highly successful logging operations certificate program that will now include Commercial Driver’s License (CDL) training, is still actively recruiting instructors for the 2023 class. Instructors are needed from July 10-October 20.
The program is seeking center mount, feller buncher, crane, and mechanic operators for these positions. Each instructor will be hired for 15 weeks total (60 hours a week for 10 weeks, 40 hours a week for 5 weeks.) The pay rate is $23 an hour. Pickup provided to get to and from the job site. For instructors not living in the Old Town area, room and board will be provided.
These positions are a great short-term opportunity for employees that might be impacted by reduced harvesting operations for the summer but could come back to their company in the fall, or for recently retired operators looking to share their knowledge with the next generation.

Second Round of its Forgivable Loan Program Deadline June 23!
Members, the Finance Authority of Maine (FAME), will soon administer the second round of its Thrive Maine program, created to distribute $29 million in federal funds approved through the American Rescue Plan Act (ARPA). Thrive Maine is a “forgivable loan program for businesses and nonprofits that demonstrate COVID-related negative economic impacts.”
The first round of the program deployed $29 million in forgivable loans during the fall of 2022. The second application period of Thrive Maine is slated to open on May 23, 2023 and will include the following eligibility criteria:
- Must have significant operations in Maine (be headquartered in Maine and have a minimum of 50% of employees and contract employees based in Maine)
- Must be a Maine business or nonprofit with fewer than 500 employees
- Must have been established by August 31, 2022
- Must be in good standing with the State of Maine
- Payroll, state, and federal taxes must be current
- Must not have filed or be in bankruptcy and must be currently open for business
- Must have a Unique Entity Identifier (UEID) at the time of submitting an application
- Must provide an impact statement that describes your forward-looking plan to improve your business and economic viability
- Must demonstrate a COVID-related negative economic impacts of at least $10,000
The application deadline for round two of Thrive Maine is Friday, June 23, 2023.

MAINE (WABI) – Canada’s largest oil refinery, Irving Oil, may be up for sale. Canadian gas analyst Dan McTeague says the announcement should cause major concern for consumers in the northeast and here in Maine.
U.S. Department of Transportation sent this bulletin at 05/02/2023 08:53 AM EDT
On May 2, 2023, the Department of Transportation (DOT) published a final rule that, among other items, authorizes employers to use oral fluid drug testing as an alternative testing methodology to urine drug testing. The final rule also:
- harmonizes with pertinent section of the HHS oral fluid Mandatory Guidelines,
- clarifies certain Part 40 provisions that cover urine drug testing procedures,
- removes provisions that are no longer necessary,
- adds eight new definitions, clarifying language to definitions and web links, and
- updates provisions to address issues that have risen in recent years.
